You could also remove the bearing, add a shoe to help stiffen the key and then reinstall flat punchings with a shim to correct the key ratio. Bit of work though. In that case it might be easier to move the capstan although sometimes the keys do need to be stiffened. Then reattach the cloth. Haven't done it myself. The bearing focusing the fulcrum at the apex of the bearing so shimming the one side of the balance rail doesn’t seem like it will work.
