That's why I removed part of the trap work to make sure, the L-shaped lever would stay down and not interfere with the removal of the action.

Ursula,
Since you say the Shift/Soft/Una Corda pedal does not work, make sure it is 
in the "released" position also. Usually the Shift pedal moves an "L" shaped 
lever and should be pulled down to disengage (on a right-shifting Soft 
pedal).

        not quite sure what you mean by the 
pedal return spring/wooden slats 
        could hang up on either the back rail or balance rail. What would I do 
        to remove the action then?

          return spring/wooden slats may have broken.
They could hang up on
