Ursula,
Since you say the Shift/Soft/Una Corda pedal does not work, make sure it is in the "released" position also. Usually the Shift pedal moves an "L" shaped lever and should be pulled down to disengage (on a right-shifting Soft pedal).

        No, the shift (left) pedal does not work any more. I am not quite sure what you mean by the 
        pedal return spring/wooden slats could hang up on either the back rail or balance rail. What would I do to remove the action then?

          I'll chime in on the 'lowered panel' keybed idea, and the possibility 
          that one of the pedal return spring/wooden slats may have broken.
          They could hang up on either the back rail or balance rail and still 
          allow you to lift and shift. Do all the pedals work properly?
