Since the pinblock needs to be tightest at the top, wouldn't it make sense to drill them from the bottom of the block? Double drilling would make that possible and then the slight bit of wandering and run out as you line up the hole for the second pass would only impact the bottom of the hole and not the top. Drill the first pass from the top and then flip the block over and run the second pass from the bottom. Assumes, of course, that you don't drill the block in the piano after it's installed.
