 Actually, perhaps a picture will explain better. The piece of plastic is in the corner of the rim/stretcher, and in this case is not being held in position nor is it drilled yet. I use a .160 bit and index with a balance rail pin. The "dimple" would be less than 1/8" of an inch deep.

Exactly that, then substituting upside down tuning pins for
