Yes, if they are going to have an inconsistency I would rather have it be
this way than the reverse!

It could very well be they decided to leave it that way, rather than try and
correct it. It obviously works.

(If it works don't fix it...)

Don't know whether that's by design but it would make sense since you don't
want the pin loose at the top and tight at the bottom.  Also, since the top
of the hole gets the most abuse during installation, such a design might
tend to create more uniformity in block contact along the length of the pin
once the pin is driven in.
