Paul,
    We had some low torque readings (under 100) with the I bit (.272), and 
six months ago switched to a two step drilling with 1/4"(.250) and 
17/64"(.2656). Air cooled. No fluid. No complaints, almost two blocks a 
day. The two step method reduces the effects of inconsistent feed rates, 
and actually works out to about the same time. The bits are a little 
cheaper also, making us less likely to try and squeeze out just one more 
block from a tired bit. Attached is a nifty chart. It's from the nice folks
