Rebuilt Steinway

     It seems that you DO need a full Dampp-Chaser
system-preferably with a bottom cover! Steinway DOES
endorse these systems, so you might have some serious
legal/ethical leverage with whomever told you
otherwise. Still, thouigh, it might be possible to
make an acceptable instrument from this without
another board. You need a VERY reputable tech to look
at the piano and give you an opinion: one that
replaces boards and has a satisfied clientele.
     The buzzing is probably from a loose rib on
either side of the crack, where it has pulled away
from the soundboard. This can be fixed easily by any
competent technician, and should be done immediately. 
The hammers in the weak treble might be voiced to
provide more power.
