This might sound a little expensive, but it has worked well for me in the past. Ship those tools ahead of you -- Fed-Ex, Overnight, whatever. Make sure you take out insurance to cover them. You won't be bogged down by the sheer weight of them in your luggage. You won't have to answer questions for someone who most likely knows nothing about piano technology -- only that your tools could possibly be used as weapons. The one time I tried packing a few tools in my checked luggage was the time the luggage got lost for a couple of days. The stuff that was shipped was waiting for me at the destination.
