Hi Brian,
              The bars can be cleaned up quite easily with plate and
strings in the piano.
Plumbing supplier's sell rolls of 1" emery cloth for cleaning the ends of
copper pipe.
Drop the tension of two notes, tear a strip about 12" long, thread between
the strings and bar and polish from above shoe shine style. 
You might be pleasantly suprised at how much power and tone will be restored.
I've cleaned up many a treble using this method, a couple of hrs work, pull
each two notes back up to pitch as you go.  It's less trama on overall
tension that way. An easy field remedy.
