This is the compelling statement.

First, any pin that will hold tune is tight enough; that is THE only
criteria.

Rescaling and restringing the bass certainly will help improve the tone
and power but...

I think the best treatment for this block is CA because the 0/4 pin
above became loose.  THis may well indicate that the block is made of
sponge and CA will snug up the areas around each pin and tightness may
well last longer than a repin.  Just an opinion, mind you.
