Why not to tune a piano?

 I don't doubt the veracity of your statement one iota....but how is the 
determination made for the numerous decisions called for in the process of 
rebuilding if the "rebuilder" does not tune and or at least know  the 
questions that must be answered and why...and who makes these determinations 
if not the "rebuilder"? Also who does the voicing if not the "rebuilder"?

 Well OK let's do that. Who will:
Set the criteria?
Establish the test? 
Man the test sites?
Provide the test instruments/materials?
Determine the/an exact definition of "rebuild"?

Will a "Rebuilder" who tunes be tested by one who doesn't?
Would an RPR hold equal status/rights with an RPT?
If so, what separates an RPR from the current Associate (who rebuilds but does
n't tune)?

there is more but................Is it still simple? :-)
