I had a similar problem with the sustain pedal on an upright.  The
customer complained that it was too strong for her to use it for any
length of time.  I removed the return spring and weakened it with a
grinder by removing some material. It has kept her happy now for two
years.
With a new instrument though you'd should have manufacturer's approval
before you start altering their design.
