Something else to consider. Maybe the pedals have the wrong attitude. Yeh, you heard me ! If the pedals are sloping upwards, this could cause extra effort to depress them. A piano teacher with a Baldone (I like it, Newton) complained about the damper pedal being hard to use. Other tuners were not able to fix it so I corrected the level of the pedal. Of course that meant cutting the pedal rods since they never need any type of periodic adjustment to warrent an adjuster on the top. That corrected the feel of the pedal and also the shift.
