drilling block without plate bushings

Do you drill the block mounting screws before this step or along with
the pin holes?  I'm thinking of one or more of the mounting screws being
off a little and pulling the block away from the plate flange creating
future instability.  The only pin block drilling I'm familiar with
involved the mini drill press mounted on the seven degree wedge platform
riding on the slick board across the piano sides.  Did a good job, but
certainly not uniform.  I saw an article somewhere where this guy had a
spring loaded clamp attached to his press platform that was adjustable
up to 6 inches and could be opened by stomping on a foot lever! A third
hand?
