I use the smallest diamond bit for a dremel tool. Then carve a slot for a small screwdriver blade. Works everytime. Has'nt failed me yet like other methods. I have found the easy out sometimes to "moosh" the brass outwards which makes it harder to turn. Aggressive driving force can 'spread' the soft rass of he agraffe stud and pack it more tightly into the threaded sides of the hole. After you've gotten the thing out by whatever method(s), "chase" the threaded ole in the late with the proper size tap to clean out corrosion, dirt, etc. and prepare he threads or the new agraffe. f the hole is drilled clear through the plate, its most likely not threaded lear though. fter you've chased the threads, go ahead and (carefully) cut (tap) the threads ll the way ut the bottom of the hole. It doesn't take long to do and may just increase he number of ptions open to the next person who has to remove a broken stud from that articular hole. I'm no expert, these are just things that have worked well for me (including the eft-hand wist drill for the pilot hole).
