Unless these parts are broken or eaten, there should be no reason to replace them. 

1. balance punchings with wood base-when should I replace or refelt ?   If the felt is gone, then it would be easier to buy new ones from Steinway. Then you will need to level the keys. 
2. Plastic cord for repetion spring-replace?  Where is there plastic in the repetition spring?
3. whippen jack top-replace? You can reburnish the top of the jack if that will help with repetition.
