As Mike said, it's all about your state & local government.  Here in Texas
we have to have a Sales Tax number so we can collect sales tax and submit it
(usually quarterly).  What state are you in?

Gary,

Depends on individual state law.  Here in Wisconsin we're required to 
have a retailer's license, at a cost of $10 every 2 years.  All it does 
is assign us a tax ID so we can collect sales tax and pass it on to the 
state every quarter.  Every state has its own rules.
