What is the best way to determine the correct size tuning pin to when restringing a piano?

The original pin on a Steinway M is 3/0 x 2.5.  The over-all  "feel" of the 
original pin is tight and consistent across the block. The torque reading on the 
original pin is consistent at 40 In-Lb while flattening the wire. The torque 
reading on the original pin with no string attached is about 100 In- Lb.

I tried a 3.5. X 2&3/8. The torque reading ( without a string) on the larger pin 
is just about the same as the original pin but not quite 100 In- Lb

 What is the best way to determine the correct size tuning pin to when restringing a piano?
Should I use 3.5 x 2.5. or 4/0 x 2.5??
