Richard and all-

You might check to see if the let off rail is out of position ( too close to
the jack itself ). This can cause the jack to trap / wedge between the rail
and the butt in the escaped position. A tell tale sign is if the key will
move but the wippen/jack stay up in their trapped / wedged position. The
jack tender will also contact the let off button farther toward the player.
Those compressed console actions can be prone to this.
