First off, look at the inclination of the pedals at rest. I like them
to be slightly above level. This is adjusted with the thickness of 
the rest felt.

I've never seen new rods which did not require cutting to fit.

As to the height of the sos pitman, it depends on the elevation of
the sos monkey to match.
