[pianotech] bushings migrating

I've encountered many Yamaha C series with migrating tuning pin bushings.
It does make for a very unstable tuning.  I complained to Yamaha about it
some 20 + years ago.  They suggested a dab of CA glue in the bushing hole to
secure it.  Seems to work.  Supposedly, they have fixed it since........ (?)

I had my first encounter with a C3 the other day, also with some concern. I 
replaced 2 broken strings in the upper treble and found at least 6 others in

the same area that had previously been replaced. Is this an inherent problem

in the C3? What might be causing it?

Any suggestions please: 
1. I have recently taken over tuning of a Yamaha C3, with unstable tuning 
in some notes of high tenor/low treble. Several broken (assume??) strings 
had been replaced. The plate bushings seem to have migrated up the tuning 
pin. Looks very strange, making it difficult to apply CA. 

2. Yesterday I replaced a broken treble string pair. 
Plate bushing migrated out with the pin when backing out, but did not go 
down when pulling up pitch. Hench bushing is high on pin, almost touching 
coil. Tuning is not stable. 

I have not had this problem on Upright pianos with plate bushings. What is 
going on? How can I rectify this situation?
