Hobby Lobby also has both the cutters and the pads of various sizes.
One of my cronies suggested the possibility of this for cutting felt:

I bought one for cutting card stock for postcards, but haven't tried it yet
on felt.  It has a rotary blade that runs along a cutting pad.
