Renner bushing cloth calibration tool?

Your wifes description is perfect. It doesn't help the pin fit the felt; it
helps the cloth fit the hole in the flange. To make it yourself, you need a
scrap of steel, brass or aluminium, and a set of drill bits. 
 
Why the high price? Well, maybe they are high precision holes, and it does
have a handle!

 tool?  From my Wife's description of the picture in the Renner catalog, she
tells me that it has 3 holes in it and is mounted in a handle.  This don't
tell me much...  I'm just wondering about how the tool works.  Does it cut
down on the need to ream?  It seems a little high in price if it don't.  Or
maybe I just don't understand anything about the product...
