Fun in a mystery

As we were looking at her piano, the owner said, "There's fun in a 
mystery."  Hmm...

These pictures are from a Baldwin C.  The last dozen notes are the 
problem.  The top two pieces of felt under the strings are contaminated 
with ?? and the next to the top pressure bar thingee is broken in three 
places.  The felt and string replacements should be straight forward.  
My questions at this point are:

1.  What is the v-shaped bar made of, where can one be found, or does 
anyone have suggestions on making one or a viable substitution, etc.?

2.  Does anyone have the stringing scale for the top 12 notes?  The last 
10 seemed to mic at .031 (13 wire) and the lower two at (.034).
