Pull back on the hammer rail. If a hammer does not follow the rail, there is
no lost motion and repetition might not occur. Adjust the capstan downwards
to induce lost motion.

You need a slight bit of lost motion to insure repetition.  I aim for 
1/16" (1.5 mm)
back check motion before the hammer starts to move.

if you have high humidity swings, you might need more lost motion in 
the dry months
so that the jack is not too close to the butt in the damp season. 
Unless you want to
tweak the capstans seasonally.

It is not uncommon to perform a top action regulation on pianos and musicians
requiring top performance.
