Greg,

The shorter the stringing scale, the slower the bottom third is going to 
beat.

On a perfect piano the bottom third would be around seven beats a second. 
The more the compromise the slower that third will beat.   In fact it is not 
surprising that with 36 inch pianos it often beats at 5 beats per second.
