Take the offending key out and take a good look into the b.r. and f.r. 
mortise. If the bushing is too deep, you've got excess friction putting 
the brakes on the key's movement.
It is also the case that many manufacturers of spinets and consoles had 
neglected the basics of key weighting on their loss leader models. 
Proper after-market leading may be appropriate.
It's good to check the condition of the buckskin on the hammer butt -- 
is it real buckskin or a gnarly substitute?
And then there's the pinning of the various parts. Pull the hammer and 
wippen of one of the offending keys and see if the flange friction is 
way too high or not.
