Poor key mortising

Surprisingly many pianos have balance pin mortises that are too shallow, 
causing the key to bind on the balance pin when the key is depressed.    
I have seen this problem on several older (1920s) Steinways, so this 
problem is not limited to cheap instruments.  There is a European tool 
made specifically for alleviating this problem.
