Notch first. If I'm using the original size pins,  I put a drop (or 
whatever I need) of epoxy in hole, dab tip of pin and  insert into hole. 
If I'm doing a new bridge (yup, I epoxy those also), I  drill the 
standard slightly smaller hole, put a drop of epoxy in hole, dab  new 
pin in epoxy and tap into place. I typically have a small collar  of 
epoxy form at the base of the bridge pin. I take a cheap little artist  
brush with a little acetone on it and spread the excess epoxy over the  
notch area. I take a paper towel with a little acetone on it and clean  
off the top of the bridge. It ends up looking like  this:
