rebuilding decisions - bellows

Took it out and looked it over.  There is a crumbling 
flap valve on top that lets air escape freely but not enter,
a bleed hole in the bottom, and a spring that closes the
bellows.  This fallboard is one where if you don't hold the
knobs as you are opening it, falls back inside the piano.

Definitely a slow open.  Pics of top and bottom attached.
