I always install partial system. I have never installed a complete system. However, I always install the humidistat with the heater bar. I would not do it any other way. Keep in mind that here in south Florida, we really do not see indoor RHs less than about 40%. What are folks using as a guide for how many watts of heater bars to put under grands?
