PinBlock too low

In most pianos the pinblock is screwed to the shelf under the plate, if so 
you would have to remove the plate to get to the screws.  More rarely the 
screws may actually go through the plate and pinblock and tighten into the 
shelf, if this is the case you could drop tension, loosen the screws, jack 
the plate up and fit shims to the proper height.  It may be just the guides 
or a thick block that didn't need shims except for action clearance.  A good 
evaluation is in order before moving ahead.
