Hi Alan,

You can check the rods by plugging into the wall without the
humidistat--similarly you can check the humidifier. I never have seen one
of the old "brown" controllers go bad. You could test by plugging two light
bulbs in and breathing on the vents in the humidistat, if it is
sufficiently dry so that it is in dehumidifying mode.
