I think I recall that Roger Jolly has suggested steaming wippen cushions in the past (I hope my recollection is correct!). If you use Roger's method, you don't really have any wayward steam that is going to affect anything else. I suppose if one was waving a tea kettle around or some such equipment, that would perhaps be a concern. Also, with Roger's method, if you dry iron the felt/cloth lightly after steaming, it dries out very quickly - so no problem with tarnished capstans - and I think ironing will help slow the formation of a new capstan depression in the cloth. Lastly, when the divot in the wippen cushion is really prominent, I just replace them - it really is quite a quick little project.
