Gee. I don't think I'd steam a bridge, even lightly!
At least the compressed wood fibers of the old holes
are denser than the new wood, and epoxy should finish
them off. Any compressed fibers that were steamed
would quickly re-compress, resulting in loose pins.
IMHO.
