If you know ahead of time the customer is going to put the charge on the 
credit card, you can do that. But if they pull out their credit card just as 
they are ready to pay the bill, you can't do that. I don't think you would 
appreciate it if a store or restaurant would add 3% to the bill when they 
find you are paying with a credit card. If anything, you can do it the other 
way around, and do like the gas stations used to do, and give those who give 
you cash a 3% discount. But then that would defeat the purpose of offering 
the credit card.
