Well stated Ron... you and others make this point well and it should not be
understated. On the other hand... this fact does not change the fact that a person
who cannot meet minimum knowledge requirements neccessary to perform a given skill
is.... well not qualified.

Its one thing to point out that tests do not neccesarrily guarentee the quality we
want them to... Its another to simply throw out tests altogether... one guarentee
is achieved through tests... the one I mentioned. You cant pass a simple
test...well hey... you dont know what you are doing. Simple truth.
