If you spent your usual amount of time working on the piano, of course you 
should charge your "full price." My full price doesn't include a guarantee of 
a perfect tuning only what I can reasonably accomplish in the available time. 
 It is not my responsibility if the customer has not cared for their piano 
properly.  In fact if you are capable of doing a very fast and accurate pitch 
raise, thus working more efficiently, you should be entitled to an even 
greater hourly rate. BTW I do can do a good pitch raise of 1/4 - 1/2 step in 
15 - 20 min. and have the piano land very close to where I want it.  It just 
takes practice. (More than I wish I ever had:-)
