Empty Key lead holes

Suppose that during the course of a major action replacement one
removes most of the leads in the keys.

Now suppose that after weighing off the keys anew one finds  that there
are
many empty holes.
Now I've heard from many I respect that the best course of action is to
not plug the hole, others say to plug them, using the like species of wood
and remembering that plugs are plugs and dowels are not.

My question is: Have any of you encountered the above scenario and, having
left the keys unpluged, experienced any problems such as keylever
breakage, etc. down the road. Just curious.
