I missed the original post on this, but if that is the bench with the single
lever on one side, then it does need air pressure to operate.

If when you do turn it upside down you see a horizontally mounted cylinder,
look for what looks like a ti(y)re fill tube.  There _is_ liquid in there,
but the cylinder should have about 40psi air pressure in it. 

It isn't really a pump arrangement. That lever on the side is a rudimentary
valve. The air pressure lifts the seat, butt pressure lowers it.

The rubber lining of the tubing may also be degraded and clogging the works.
New tubing is available.
