Cold hide glue applied with an artist's brush and allowed to become tacky
before
laying down the felt. Sometime it is necessary to 'double glue' which is to
lay
the
felt onto the glue then remove and apply another lighter coat of glue and wait
for
it to become tacky again.

For bass counter bearing humps, glue the front half and secure the felt with
masking tape. When that is dry, apply glue to the rear half and bend the felt
over the curve and hold in place with masking tape. The trick is to first
adhere
the tape to fabric to render it less sticky and then apply to felt/plate
margin.
