Greetings, 
    Plate screws do loosen a little each year, but if you tighten them in the 
dry season, the following humid season will crush wood fibers and the bolts 
will be loose again next year.  
   In the most humid time of year, 100 inch/lbs will insure that the bolts 
are not walking out, but will not damage anything.  I don't touch them in the 
winter.  A new piano, or a first time visit will often show a loose one or 
two if you try them all, so you may want to snug them down, but it is a 
mistake to crank them tight in the dry cycle.
