We have had the same difficulty removing plastic keytops sometimes. One trick 
that might work is to heat the tops with an iron (moderately) using aluminum 
foil as a buffer between the tops and the iron.  Then immediately place the 
tops against something cool for 5 to 10 seconds, we use a flat piece of 
aluminum stock.  I don't know why this works but by experimenting with the 
heat level of the iron and the length of time against the cool surface we can 
find remove the tops fairly easily.
