Hi Patrick,
                If it's the folded over brass clip with 2 little tongues.
(Billing's flange.) The best solution is to rebush and pin with a #19 pin.
If it is a brass rail flange type, it can be as simple as the clip broken
at the screw hole.  Just replace the clip.  If the tongue is broken at it's
screw hole,  supply houses have repair clips, they seem to work with mixed
results.
