Jim;
 You are using too low an air pressure or your fluid is too light/heavy for 
the pressure you are using. Either thin down your sealer or increase your air 
pressure.
 Sometimes an slight addition of retarder will help eliminate these thingees.
If all else fails spray sevral mist coats rather than one cover coat.
