Broken screw in Steinway hammer rail

Like Jon Page said There are bits/saws that I have seen advertised that have
a hole in the center that cut around the broken screw, then wood plug the
hole and redrill the hole
for the new screw.  I don't remember how small they go or where I saw it
unless a specialty woodworkers supply catalog.
