It appears to be a clockmaker's tool. I have one somewhere which is very similar in appearance. At least, that is what my late uncle called it. He was a collector of the arcane, the unusual, and the just plain weird....... Yah ever seen a set of oxen shoes? Tom Robinson East Tennesee
