Noisy 'D' strings

Sometimes one learns by listening to why their reasons for something
happening are "full of it."  Of course the technician despensing such
opinion must be fully qualified which means he need only despense. 
(along with a spell checker) 

OK...the strange or "noisy D strings" are caused by a loose agraffe.

If the above hpypthesis is not the answer, I am curious---what would be
the effect of a "loose" agraffe?  

I also have about 10 other questons about that, but that is for another
subject.
