One element I forgot is that there is a tolerance range built into the
scoring.  Unisons are within .75 cents in the middle section. 
Stability ( dropping a specified weight a specified distance onto a
key) is 1 cent.

The section scoring is plus or minus 2 cents (?) to plus or minus 6
cents in the extremes.  The better the master tuning the the wider the
range for the examinee.

This test was initially designed by Al Sanderson, Ph.D. and retired
MIT electronics professor, consulting with MANY tuners and measuring
LOTS of tunings and pianos.  It has been evolving for close to 30
years and has been in place for some 15 years.  Objective testing of
tuning skills is the purpose which it does extremely well.

Also CTEs must be retested every five years or so to reaffirm their
hearing tuning and administration skills.
